The government is letting employers apply for unemployment insurance benefits from their own insurance companies instead of from the federal government.

That could lead to a higher unemployment rate for people who are already on unemployment insurance.

The jobless benefits program, known as EI, has long been a major part of the federal jobless insurance program, which has been the largest single payment program in the United States.

But last year, Congress eliminated the EI program and reduced benefits.

It’s been an unpopular move for Republicans in Congress, and President Donald Trump has vowed to make it the focus of his first 100 days in office.

The program is now being offered to unemployed workers in five states and Washington, D.C., according to the Department of Labor.

The unemployment insurance companies that are participating in the program must submit applications to the Labor Department, which will determine which companies qualify.
